Old Business
1. Recycling center improvements, discussion and possible decision
The Planning Commission consensus is that the town should not get involved
with a public partnership at the recycling center. The town will not at this time
pursue improvements at the recycling center.
2. Resolution opposing Flock / LPR cameras, discussion and decision
P. Ehlers read the resolution opposing Flock / LPR cameras. P. Ehlers made a motion to
adopt the resolution and J. Kaseno 2nd the motion. Unanimous decision. Approved.
3. EMS services in the Town of Bell, discussion
K. Roman and J. Kaseno attended a meeting on this. There is problem of personal and
money. There are classes, but no participants. More participants are needed. The town will
use the website and internet to get information out to potential participants. The town will
to continue to work with the EMS services and address the issue.
4. Front end loader payment, discussion and possible decision
The front-end loader was received this morning. There is surplus money to help pay for it.
The Harbor Commission will be asked to help pay a portion of the bill for it. If borrowing
is needed, the money will be borrowed from the Harbor Commission interest free.
New Business
1. Request to add airport to state airport system, discussion and decision
Tim Kaseno was present to discuss this item. The airport went public a few years ago. The
next step is to put it into the state system. If it is accepted into the state system, it would
qualify the airport for grant money. The state is currently reviewing airports for the entry
into the state system. A letter from the town is needed to send to the state to indicate that
the town would like to be part of the state airport system. If accepted, the town would
need to do a 20-year plan. An engineering firm would be needed to do the plan. It would
look at all of the property by the airport. The town, sanitary district and airport land would
all be laid out on the plan. It will help to see how to develop it and help the airport and
prevent any incursions into that airspace. The 20-year plan can be part of the 80/20 grant
money. If accepted, there is no obligation to stay in the system. However, any grant money
received would have to be returned. K. Roman made a motion to move forward with the
airport request to be added to the state air airfield or airport system. J. Kaseno 2nd the
motion. Unanimous decision. Approved. A letter will be sent to the state to indicate that
the town would like to be added to the state airport system
2. Planning for possible hangars at the airport, discussion and possible decision
Tim Kaseno was present to discuss this item. Hangars would help to bring in revenue
and more business. Greg Weiss is asking about the possibility of building a hangar at the
Town of Bell airport. There has also been another inquiry within the last month. The land
would be leased and lessee would own the building. The town would set the terms of the
lease. This would tie into the 20-year state plan. It would help with the location of the
hangars. T. Kaseno spoke with Hal Davis, who does the surveying of the airport and does
inspections of the airport each. He was asked about potentially building at least one
hangar. Tim K. asked Hal if he could come up with a plan, so that the town could at least
build one hangar and know that it is not going to interfere with anything else and fit into
future plans and development. The future would include building more hangars and roads.
A map by Hal was sent out that shows the boundaries to a 15ft height building and a 20ft
height building. A possible site for three hangars with a temporary road and power, would
be behind the Recycling building next to the Sanitary District. G. Weiss needs a small unit,
but maybe have him build a standard sized unit. The three units would be a smaller plan
before the 20-year plan. Hal Davis could assist with the smaller plan. The smaller plan could
be simplistic and fit into the 20-year plan. It would allow G. Wiess to have a hangar earlier,
rather than having to wait for a 20-year plan. It will require an engineer to come out to
design the hangar and locate the spot for the hangar. Once the plan for the hangar and the
spot for it is done, the plan will need to be submitted to FAA. It takes about forty days for
them to review it to know if the building is allowable next to a public airport. T. Kaseno will
gather more information for the town to consider the planning of airport hangars at the
Town of Bell airport.
3. Liquor license application process review, discussion and possible decision
There was an issue with The Fish Shed applying for three liquor licenses. The Class B
Combination Liquor was returned to them incorrectly, due to a misunderstanding. Only the
Class B Beer and Class C Wine were considered at the meeting. M. Lazorik had the town’s
attorney look into everything that happened. The town’s attorney reviewed the matter and
a letter to the board from her was received. Giving the application back was incorrect. The
board should have reviewed that application, regardless of the situation. As far as the legal
advice goes, the returning of the application would not have changed anything on the
issuing of the licenses. The town’s practice would still have been to give that license to the
business that had already had it or to the business that had just changed hands that had
had that liquor license. In the letter sent out for liquor license applications in the future, a
statement will be made that there will be no returning of applications, unless it is requested
in writing.
4. Short term rental application, discussion and decision
P. Ehlers made a motion to approve the Mikte Short Term Rental application and
G. Anderson 2nd the motion. Unanimous decision. Approved.
