11-5-2025 Planning Commission Monthly Meeting
Meeting called to order at 5:00 PM. Present are Ken Roman, Mike Mondloch, Nancy Moye, Sean Presnail, and Ashley Huinker.
Motion to accept the minutes of last meeting by Nancy Moye. Motion seconded by Mike Mondloch.
Ken Roman reports that the collection center offered a free electronics gathering. Roman asked about getting rid of solar panels, but that is not free. The state of Wisconsin does not have a disposal plan for damaged solar panels. Nancy Moye reports that Peter Rothe from the Bayfield Area Trails Group has corresponded to ask to meet with Town of Bell board members on November 18 from 2:00-4:30PM at the Community Center. Ken Roman and Mike Mondloch plan to attend the meeting.
Work on the comprehensive plan continues. Most of today’s discussion regarding the comprehensive plan was regarding updating population charts and is summarized below.
Mondloch refers to a census report that has current numbers for the age breakdown of the population of the Town of Bell. He states that the responsibility for updating the charts should fall under the consultant. As far as the plan goes, the census data will be useful in writing the narratives. The census data shows growth and also why we have concerns about our infrastructure. Roman reports that we will not be able to meet with the consultant until 2026. It is approved in the budget plan, but it is approved with 2026 money. In 2026, Roman proposes a 4–5-hour work session with the consultant to go over the comprehensive plan. The consultant probably has a good system for getting demographic data, but they will need help with local perspectives and priorities. Our time is best served helping the consultant with that aspect of the plan.
Roman would like to repeat the Town of Bell Survey from 2019 with the same questions. The 2019 survey establishes a baseline, and repeating the survey will show changes since then regarding local perspectives and priorities.
Population charts and the surveys will be delayed until January. We will have to put that on Northwest Planning and let them know verbatim what we are looking for on the charts and surveys. Now that we are 7 years out from the last survey, it makes sense to repeat the survey. Between now and January, we need to pinpoint exactly what we need Northwest Planning to do.
December meeting is set for 5PM on Tuesday, December 2. Motion carried.
Presnail makes a motion to adjourn. Mondloch seconds. Meeting adjourned at 5:49 PM.
