Members of the Public Present: Roger Lindgren, Matt Broderson, Jayne Norton
Motion to approve prior meeting minutes Mark Ehlers, second Nancy Moye. Unanimous
Updates/Correspondence: Handed out copies of Plan Commission FAQ’s
Appoint someone to take meeting minutes. Will talk to a couple commissioners.
Lakeside Minong LLC Short Term Rental:
Discussion Points; Road not plowed past Homa’s this time of year.
Application shows no running water and a composting toilet. Need clarification from applicant.
Feel application is premature. Does not meet Bayfield County Health Dept requirements.
Bayfield County Health Dept Requirements state “All bathroom facilities must include a toilet, sink, and tub or shower. Hot and cold running water shall be available at all sinks and washing facilities.”
Motion by Mark Ehlers to deny permit request as the property is not in conformity with Bayfield County Health Dept. Requirements. Need to meet sanitary and water requirements. Second Nancy Moye. Unanimous
Broderson Multi Family Housing Discussion:
Need for housing opportunities for people.
Have not done a market study yet.
Would be private funding. Upwards of a $4 mil investment.
How does the Town feel about this.
Location maybe a couple miles from town with view of the lake.
Can make private enough and not intrude on town people.
4 units per building with a total of 5 buildings. Granite countertops, gas fireplace, white painted wood, not visible from the road.
Make look kind of cabiny.
Would need property management. Grounds keeping etc.
Maybe a location to the east of Cornucopia.
Units would not be for sale. No Assoc. dues.
Long term rentals
Sanitation is a significant point to figure out.
Have considered Little Nikki’s and converting it to living. 8-10 seasonal or long term rentals.
Location outside of town as really don’t want to see change in town.
Would it be accepting outside of town?
Questions/Comments:
Put into a powerpoint presentation to present to the towns people.
If outside the Sanitary District boundaries what are the plans. What if the land doesn’t perk for conventional septic. Mound systems?
Maybe build in phases.
Suggested reviewing the Comprehensive Plan. Become familiar with the Housing Element. Some of the language does not support multi family units. Check with Bayfield County about their last housing study.
Work force housing renters can’t afford $1200.00 monthly rent. This seems more geared towards more of a second home type of situation.
Opportunity for additional housing with out owning. Can’t build anything for $500-$600 a month. Costs don’t allow it.
Looking at 10ish acres for buildings.
Driveway Ordinance: Motion by Mark Ehlers, second Nancy Moye to recommend the changes and amend the current ordinance. Unanimous
Short Term Rental Committee: Presentation by Phil Moye and John Anderson. There are 3 things the statute allows, licensing, restrictions of number of days per stay, max amount of days. Presentation of sanitary usage. May be getting close to the “bubble bursting”. Short Term Rentals are saturating areas lowering demand. Bayfield County is one of two growing counties in Wisconsin and Town of Bell is number one in Bayfield County for growth.
March meeting date: March 13, 2023 4:00 p.m. at the Community Center
Motion to adjourn at 6:27 Nancy Moye, second Mark Ehlers. Unanimous
