Town of Bell Plan Commission Meeting

November 9, 2023

Town of Bell Community Center

Meeting called to order by Jackie at 4:03 PM.

In Attendance: Jackie Eid, Mark Ehlers, Nancy Moye, Jody Hipsher, John Anderson. Guests: Susan Keachie, Mark Illick, Kathy Illick, Josh Illick, Paul Ehlers, Ken Roman, Jeffrey Marsh, Jayne Norton. 

Motion by Mark, 2^nd by Nancy to approve last meeting minutes carried on voice vote

Correspondence: Workshop—Mark and Nancy interested in going

3. McCowen Class A special use permit

Received on time, Nancy had a few questions

Motion by Nancy 2^nd by Jody to approve application, carried on voice vote

1. Mark was concerned about the driveway ordinance. Will they be grandfathered in?  No—the new ordinance will require the that the owners bring the driveways into compliance

4: Marsch—2 residences on 1 plot

Motion by Nancy 2^nd by Mark to approve, carried on voice vote

5. STR Correspondence for town attorney

Conversation was had on  Section 4 #3

Why 240 days?  Jackie spoke to that issue

Mark spoke about sanitary district and dumping concerns

Sawgrass developers expressed concern about the 240 day limit

John spoke about waste water management and presented data from the STR  committee

Susan asked 2 questions 1. How many new home are being built in the town of Bell? And is the committee set on the 240 day limit?

Discussion on Susans questions and if the days need to be consecutive.

Discussion on how to regulate ordinance

Paul spoke about the calls and complaints he’s gotten as a board member about STR (Trash, dogs, noise, traffic etc)

Nancy spoke to the intent of the law in regard to STRs

Question to Sawgrass: Has this been brought up to members? How do STRs affect the value of homes?

Discussion was had on how to proceed for changes.  Is that something the PC can do or it is done at the town board level.
