Town of Bell SHWG – Senior Housing Work Group
Minutes of Meeting February 6, 2025
In attendance: Jennifer Toribio-Warren, Kelly Westlund, Sheila Cadotte, Judy Kerr, Jesse Kaseno, George Lazorik, Phil Moye, Shaun McElhatton, Paul O’Connor (Zoom), Ken Roman, Roger Lindgren.
- Roger called the meeting to order at 5:06
- Jennifer suggested changing January minutes to “Roger called the meeting to order…” With that change Phil moved and George seconded approval – all agreed.
- Kelly and Jennifer are continuing work on the landowner agreement.
- We discussed and concluded that there needs to be a LOI between BCHA and the Landowners. Jennifer will work with legal counsel to draft.
- Kelly is working to determine if the alleyway still exists. If not, we will need to ask the Town to vacate. Jesse pointed out that it will be useful as a driveway. In any case the Sanitary District retains the ROW.
- Kelly suggested that we consider purchasing the remaining lots in that block and Jesse will contact the owner to inquire.
- In a phone call with Xcel, Ken Discher said that we’d have plenty of power for 10-20 units. He has not yet responded to an email request for comment in writing. Roger will follow-up. The Sanitary District Board voted to support the capacity for 10-20 units pending the funding and construction of the currently planned expansion of capacity.
- Kelly distributed numbered copies of the Design Wisconsin DRAFT report for SHWG members to review and comment. The copies are numbered so that Kelly can track responses. Comments are due February 21st. You can drop-off marked up copies at the Town Office attn Judy before noon on the 21st or email your comments to Kelly on or before the due date. Roger will distribute a copy to each Town Board member for their information and any comments.
- We tabled review of the survey report until next meeting to give Kristin a little more time. Kelly mentioned that there are two parallel survey reports that show clear support for senior housing needs.
- Nelson Surveying has provided a scope of work and preliminary budget. They are willing to do the site work and then hold off on a CSM until other relevant issues are resolved. Jennifer is establishing/handling the financing/budgeting issues. We’ll discuss the full scope of needed services next meeting. Some concerns include the presence of an intermittent stream, combination of the lots for survey purposes, and potential vacation of the alleyway.
- Community Engagement:
- As a first step, Paul Ehlers has agreed to make a place for SHWG on the Town Website. Future Agendas and minutes will be posted there.
- Roger will approach EMS to determine if we can hold a listening session at a regularly scheduled EMS meeting.
- Jesse will do the same with CFD.
- Action Item: All focus on review and forwarding comments of draft report to Kelly.
- Next Meeting 5:00 PM Thursday March 6th. First Thursday will be our ongoing meeting date.
Shaun moved and Kelly seconded to adjourn at 6:03; all agreed
